Before going further, I would respectfully draw the attention of Government to the fact that the Minute seems to me to have been published with a view of inviting the opinion of the parties interested, without, in the slightest degree, binding Government to the opinion set forth herein; as it is distinctly stated in the Notification that it is a Minute submitted to Government; but Government did not state that the same had been adopted or that Government would find itself bound by or to it.
It is my firm opinion that the desirable tenets of a Raya are universally acknowledged by the community, except by those who might be called in to fill up the front of their premises beyond a limit of their now existing...
